Roulette should only use 1 tank. Nothing like fighting the other tank for aggro so you can tank.
Square needs to add tank swaps or an add so the second tank doesnt fall asleep

A secondary tank in most normal raids and trials are just "emergencies." It is easier to just design all of them with two tanks by design because the "hard" version of the raid requires it anyways. It's also kind of necessary for Omega 4 because of the potential one shot capability of the boss if you do not swap it out.
The fact that there is 2 tanks shows some important aspects to come in the savage mode etc. Tank buster could mean swap mechanic. Its important to explore why they feel 2 tanks is needed.
You must not have had any runs where the tank died, lol. I saw that happen more than once on every single floor today except the 2nd.
And there is a tank swap in O4.
This, after two stacks of lightning you need to swap the tanks or make your resident healer cry bitter tears as their MP floods out into the abyss as they try to keep your ass alive.
Also if you're fighting the other tank for aggro, clearly establish before the fight who will be in what job. It'll save on confusion and allow the problematic tank to flex their e-muscles without potentially wiping the party.
O4 should probably tank swap due to lighting debuff. However I managed to solo tank this repeatedly on PLD. Bear in mind I was making sure to have CDs ready for it when it hit stack lvl 2 and the SCH, AST or Both on 1 run would drop soaks for it too so it wasn't too bad as it was mitigated down to somewhere around 20k-30k dmg off a 48K HP pool. However this definitely wont be an option in savage mode. This, after two stacks of lightning you need to swap the tanks or make your resident healer cry bitter tears as their MP floods out into the abyss as they try to keep your ass alive.

Delta 4.0 has a tank swap mechanic. So, no.
Also, if you 2 are fighting for aggro, just don't. Problem solved.
I've had to mostly solo tank my last run (because the other tank kept dying to everything) and i can confirm: it's doableO4 should probably tank swap due to lighting debuff. Meh, I have no problem being an OT if the other guy wants to tank. I'll just spam Blackest Night on them while I use my souleater combo to recover MP.
