Locked Job Skills (Including in Action menu)

Issue: From the Actions menu all job skills from level 30 to 60 are unuseable (the boxes are gryeed out and the skills cannot be set to hotkeys). The level 30 job skill and all job skills after level 60 are currently working fine.
Possible Causes and Attempted Fixes: The first cause to consider is being in a PvP zone. Being that I first noticed this issue after having just finished the BLM quest, we can ignore this one. A second possible cause is the recent skill shuffling, but because this is an issue with skill availability and NOT just my hotbars; we can ignore this one too. What I believe the cause to be is that I leveled fully to 60 in Palace of the Dead before undertaking the BLM transfer. In order to try and fix the issue I have tried leveling past 60, swapping jobs to Paladin and back, and moving in and out of PvP instances. I've had no luck.
