Mooch 2 issue-Fishing

It is working as intended I'd say. Mooch II has 15 second 'active time' and 3 minute cooldown for a reason; you can't abuse mooching all the things whenever you want. Mooch II will always light up when you catch a moochable fish. If you catch the moochable fish as HQ, the basic Mooch will activate instead. It's situational skill to use when time is limited, for example Fisher's Intuition that lasts less than a minute and you need a mooch.

I am telling you that the basic mooch is not lighting for me most of the time when the mooch 2 is on timer. I get an HQ double at every cast. Do I need to remove some gear? I have over 280 IL.
