Did you take into account Secure and Seal Rock modes which have different Match Lengths? Or just Shatter.

This is just shatter since so far its had the best queues and shortest match times, while being more even on the win rates. I suspect that even with longer match times (more exp) in those modes, that queue timing/averages will likely play in shatter's favor.
Feel free to reply with the exp results you get from those modes, include your level and win/loss and I can toss it into a formula.

Any chance you can add the 15-49 data to that?

I'll just tell you off the bat that its MSQ, At Level Dungeons if instant queues possible, PoTD for main class, and PoTD for any alt classes (armory bonus)
