TL;DR, its going to take 5-7 hours longer to level in PvP 4.01 vs 4.0.
Dungeon leveling is the absolute fastest with good queue timing, otherwise it appears to be fate farming while waiting for dungeon queues as DPS is about as fast as dungeon grinding.

Side note, always do your dailies because they give a metric ton of exp.
