Can't double-mooch anymore - lv 66 FSH

Steps:
1. Use Red Balloon bait.
2. Catch HQ Sky Faerie. Mooch is disabled but Mooch II is lit up.
3. Use Mooch II and catch HQ Rudderfish (which can also be used for Mooch). Now BOTH Mooch AND Mooch II are disabled (because Mooch II has a cooldown).

So... all of those fish that require double-mooching (like so many pre-Heavensward Big Fish) are now no longer catchable?! Why is Mooch no longer available?

I put my rod away and then re-cast at the same spot. Immediately caught a HQ Sky Faerie (the same type as before) but THIS time, Mooch (I) became available. Mooch II was not available, even though the cooldown had timed out (while I was typing this post). With it, I caught a HQ Rudderfish. Again, Mooch (I) was available. I caught a NQ Cobrafish.

Why exactly was Mooch I not available before? Seems really buggy.

Before I re-cast, the only thing I changed was adding another Mooch (I) to my toolbars. Now it seems to work.

I've been noticing this off and on since I typed this up- sometimes Mooch I is allowed for fish I used to use it with all the time, and sometimes only Mooch II is available (or none at all). If it's not a bug, it seems like something fundamental was changed where only certain SIZES of HQ at certain times of the day, etc, are allowed (I have no idea) and if that is the case, it was not communicated well at all. Fishing has always been the most RNG-handicapped activity in FFXIV and this does not do anything to make it more enjoyable.
