Plenary indulgence is not designed to be an AOE ability and it will never be one. It's a low proc rate oppertunity based heal boost so try to substitute that design instead.
PI is technically already an AoE heal, since it heals anyone with Confession stacks. The issue is that it's incredibly unlikely that you'll get confessions on more than one person at a time, and with a 30 second timer before they wear off? Yeah it's pretty lackluster.
For now, since we know there's little chance they'll rework the entire ability, just increase the proc chance and take off the timer.
That alone will make plenary a much more useful heal.
If they ever do chance it though, I'd like for it to be more than just a instant heal on whoever has confessions. Maybe it can be increased healing on targets with confession, or even small mitigation.
The thing is... putting some healing stack on people is a good idea, really. You charge your stack and decide when to use it.
But having to rely on RNG to do that sucks. And the fact that there's a duration on it doesn't allow you to reach 3 stacks.
The whole ride to 70 I assumed I would never really use PI once I got it. I even put it in a rather inconvenient place on my hotbar. Now that I'm here though? It's actually quite handy! I love that I don't have target the tank to use it, it makes it faster than tetra even though its weaker.
I'd rather increase the proc chance by 50%, remove the timer and increase the CD by 30s.
