This is because the Jolt/Verstone/Verfire cast time is already so low and otherwise RDMs will be using dual cast. Hence, spell speed has practically no marginal benefit.

Stacking speed lowers your cast time and recast time. Unless you are burning through all of your MP, the marginal benefit is as much or more than other secondaries. 10% off your cast time means you can cast 11% more spells in the same amount of time.
