Edit: ok I just realized that you don't get what's happening here so I'll explain. Rook Overdrive and Hypercharge are different abilities, and I think you are thinking about the latter here.
Rook Overdrive basically makes your turret explode and deal "high" damage, but after this you won't be able to use your turrets for 30 seconds. From a practical perspective, this means that during a trial you will be using this skill once or twice depending on boss' jumps and downtime. This is basically MCH version of tornado kick, it won't change MCH dps problems especially because the damage it deals is very underwhelming. Still better than nothing I guess.
