i want to buy a house in shirogane, but being on balmung i can log in right when servers come back up and they all be gone. With that, if i were to buy a house from someone how would the whole process go ? would they just allow me to teleport to their house then from there make me owner(i know that you have the owner of the house, plus like 2-3 other people that can use the house)? or would they have to vacate their plot and i would have to buy it from the server? also what would be the best way to go about making sure i dont get screwed (ie, price gougeing)?

If they buy it, they have to vacate and loose all their gil spent on it. Then you have to repurchase.

You can't transfer ownership at all which is why selling is such a grey area. You're essentially just bribing them to demolish the plot and walk away, after that it's up for grabs again for anyone nearby and if someone else runs up and buys it first there's nothing you can do about it.
