He said start the new FC creation request but never finish it, so you'll never actually be in a FC, but no one can invite you because the FC creation process is still open, you'll still be FCless.
Busy will fix it, but sadly that makes you also unable to receive tells from your friends etc, while under that status. As others have mentioned, you can have them at the bottom of the screen and they will expire after a while, but mostly that doesn't fix the problem. Here is how I handle it, I either put them on my black list, that will stop that non sense, or and will report them just like RMT but not using the RMT function of course, since it could be seen as "wrongful" report. In most cases after somebody reported that person more than once, a warning will be given out, stopping a lot of people from just spamming FC invites all day long, because the FC requirements are to recruit as much people as possible.
Ask them nicley to stop harassing you with a unwanted and unasked for fc invite if they invite you again report them for harassment. and yes it is reportable if you asked them to stop, after you report them black list them. open party tab and edit your thingy there asking people not to send you blind fc invites. ^_^

I am also saddened that there is still no option to block free company invitations after the game has been launched over three years and a half ago. I very much dislike the "Busy" method as it prevents other features, as well, so it's not much of a solution. There is really no perfect solution...
When I made my third character on the Faerie server, I was receiving free company invites by the same person constantly. I think he was just mass inviting every new player periodically without looking at the names. This is by no means an ideal solution either, but I learned that blacklisting somebody prevents them from sending free company invitations to you. So while it does not prevent random people from inviting you without even a friendly message to you, it can prevent people that spam you with invites once you see an invitation from somebody whose name you recognize from a previous invitation. It's... a little something, I guess.
From a (non-miqo'te) cat to another, I wish you good luck. :3

I'd keep the topic up, may give the devs the nudge to add the option in game. :3 I hope the other method someone else suggested can help you for now.

I must say, this is why I had a dummy FC back on Odin. Like you said, if I wanted an FC, I'd go join one. Blindly inviting me is likely to get me to decline the invite, give me reasons why I should join your FC. Sell it to me. And yes, while /busy is an option, it's what I refer to as a thermonuclear option. It blocks /tells, /readychecks, trades, FC invites, linkshell invites, the full shebang, all to stop a potential unwanted FC invite? I mean, I can't be the only one thinking it's just a band-aid solution? I agree that /busy has its uses, but better control on social interaction would be good.
Let's take RuneScape as an example, you can set it so you can only receive private messages off friends (or go completely invisible so nobody can message you), this also affects your online status to other players in the same fashion. You can do the same with trade requests (so non-friends can't trade you if you don't want that). Clan chat can be done the same way. Offer us more permanent means of limiting certain types of interactions, instead of just forcing us to use the thermonuclear /busy option.
EDIT: And speaking of better controls, why the heck are we still lumbered with a 1000 character limit on trying to make a post but having it lifted when we edit the post? Just what purpose does that achieve?
^I made a dummy FC also for the same reason on Zodiark, blind invites drives me nuts, even random tells... my requirements as to me being the right fit for the FC, or vice versa are pretty high, but that's another whole different rant lol... I found a workaround as someone has already suggested on these forums, blacklisting the people who send blind invites.

I'm in a similar boat though it started here in XIV. The first FC I joined had a bad leader who kicked everyone out after a change was made to how leaders were appointed. He wanted to keep his leadership rank so he outed everyone. That... didn't sit well with me and it just made me avoid guilds in general.
If I die, forgive me. I used to be a Dragoon.
