    Do Special Fates like Odin, Ixion, Foxy lady, count toward cap on FATES at same time?

    Many others and myself were under the impression that each zone had a cap on how many FATES could be up simultaneously. Because I remember a long time ago, when people used to complain that quest FATES took too long to spawn. And people would just sit there camping them. Then SE stated that there was a cap for how many FATES could be up at the same time, and to clear out FATES to makes them pop. I know they also eventually increased the frequency at which these quest FATES popped.

    But then some others said SE separated normal FATES and Quest, special FATES into two different systems where they don't affect each other. Not that I don't trust this info, I just don't remember it. And cannot find any info or quotes about the change. Someone else on my server says he searched through as many Patch notes as he could, but also could not find anything.

    Does anyone have any links to notes, or quotes about this change?
