Is There A Reason You Guys Made The Targeting System Misleading?

In the options menu it says and is on by default: "Cycle through enemies (nearest to farthest)" - Tab.

Yet it is actually targeting from enemies on the screen left to right, not nearest to farthest.

Is there a reason you guys made the targeting description misleading and have a flaw in such a fundamental concept of mmo's? After all these years? Is there any real, actual targeting system for nearest to farthest? Being such a staple in mmo's. As handy as targeting stuff in a random direction is......
