    On xivdb someone mentioned a cloudy weather requirement. Perhaps wait until the weather changes to that and try again? The weather changes at 12am, 8am and 4pm Eorzea Time and you can check with the sky watchers to see what weather is coming up. The skywatchers will visually show you what's coming up in the next chunk of time and if you click on the specific area they will be able to tell you what to expect up to two weather changes ahead of time.
