Why I got 30 mins lockout as party leader instead of the guy who didn't accept duty?

I don't know why this is still a thing even after 2 expansion packs.
When my party member decide not to accept the duty. myself party leader will get the penalty instead of that member and get locked out for 30 mins even I accept the duty on my own screen.

pls fix it's so irritating

Unfortunately, FFXIV is the king of implementing arbitrary, pointless penalties.

if a party member doesn't accept, it puts a 1 of 3 ticks on every party member for the 24 hour period. it punishes everyone in the group queuing by putting that tick there, and after 3 ticks, you get the penalty. SE assumes that your premade group is only going to queue if everyone's ready, and if someone's not accepting, they assume it's a troll group.
