Ruin III is basically the core spell for SMN at higher levels, leading it to be bound to a easily accessed hotkey. However, at lower levels Ruin is used more than Ruin III. Instead of having players swap the two keys around when syncing lower, Ruin III should just become Ruin I when synced.

And just in case it isn't clear. I don't mean to remove Ruin I like how Bio II replaces Bio I, I mean to change Ruin III to Ruin I when we sync to a level where Ruin III is not available.
