Only CUL needs a 1-star macro, right? I'm pretty sure they're the only crafter that has 1-star items that matter if they're HQ.

It's true that activating Reflect late will save more CP, but activating Reflect early will buff up ALL the subsequent touches (since the first touch will start a IQ4... and we all know how powerful each Prudent Touch is when IQ is 10 or 11). So it really comes down to what the crafter needs. If CP is the issue, sure, activate Reflect late. If CP is not an issue, then activating Reflect early will benefit quality gain significantly.
“The best crafter is not the one with the best stats, but the one who makes the best use of one’s stats” – By Caimie Tsukino

Caimie, I think the idea was to push most Progress early, then push Quality, hitting Reflect after the majority of Progress is done but before any Quality.

I wish I could use these tools. I'd like to know what my CP requirement and rotation would be if I had all HQ mats. Not the NPC rice of course but everything else. I'd much rather HQ my parts and mats than pony up for those Materia VI in the top 3 accessories.

Ah, my bad, I read too fast and misinterpretted Chameleon's post wrongly. Chameleon's right. One could hit Reflect after most progress is done but before pushing any quality. I'm gonna go edit my earlier post to correct this. Thanks!
