I agree moving it to oGCD would need a potency adjustment, and may need further changes to our kit. Honestly I'm in the camp that dark knight needs bigger changes. I would love quietus to be oGCD as well but perhaps both with short timers, like 15 to 25 second recasts. If quietus was also oGCD then it would also be viable to dump blood. But moving these skill to be oGCD would definitely make it the replacement for scourage/lost weapon skills.
I would also love to see more interplay between our abilities. For example bloodspiller reduces CD on C&S, and have C&S reduce timers on delirium. Most of all I want to be able to use sole survivor on a boss for resource generation rather than praying for an add phase. Even nicer, have sole survivor reduce our resource costs for a set period of time. Forgive me I'm in a dreaming mood lol.

I agree with most of what you said but personally i still feel like MP management is almost as difficult as it was before as the MP drain in 3.x only really was a concern for me when it came to maintaining my MP above the grit cost if i should need to swap or if it was about to bottom out due to me being over zealous on my DASE combo.
I also personally think that Scourge as it used to be would be like trying to put a square peg in to a round hole, personally i think it would be great if they put a mid potency short duration dot on Dark Passenger as to increase it's viability in single target rotations and give more options in regards to spending your MP, as a gapstop perhaps they could slightly nerf abysal drain so that the DP dot wouldn't be OP in trash pulls.

As for how to fix tanks in general in regards to STR scaling and enmity generation there is many, many ways they could do it including making tencacity a better offstat for damage, removing weakness, replacing it with a damage potency down debuff when you die and revering tanks back to VIT scaling, or they could simply just exponentially increase enmity multipliers which will in turn increase tank dps due to more usage of damage combos. That's just my 2 cents.

1. Buff Shadow Wall to 20s duration.
2. Remove current DA effect of Dark Mind and have the new DA effect add 15% physical mitigation to the existing 15% magical mitigation.
3. Revert Dark Passenger to its original potency and MP cost.
4. Have Delirium add a 20-30% damage dealt increase to Blood Weapon (about a 5% increase over its 2 min recast).
5. Add a -10% damage taken or small HoT to Blood Price. Have it share a cooldown with Blood Weapon if this combined with #4 seems too OP.
6. Add a single-target modifier to DA Abyssal Drain, so that it heals 1000% of the damage dealt divided between the number of targets hit. This way DRK gets a Clemency/Equil equivalent that requires a similar sacrifice of DPS. If this is deemed OP, nerf the damage potency to 100-110 to compensate.
7. Increase the potency of 1-2 of our oGCDs and raise their recast times to compensate, to make up for the APM bloat from the re-inclusion of Dark Passenger in ST rotations.

They could add 5% enemy reduced damage dealt to sole survivor to compete with divine veil. This would make the skill useful in single target fights with no other killable objects.
Could possibly compete with passage of arms by adding a DA TBN which extends it to aoe with the full 20% max hp and an extended 10s duration at the cost of 50 blood.
This would compete with POA dps loss too. Only problem is that it could be spammable and severely ruin rotations.
