New lvl 60 fisher, can't get a bite!

In the mad dash to prepare for SB I finally (FINALLY) got my FSH up to 60. In my travels throughout the starting areas in Gyr Abania, I am having real trouble pulling up anything at all. I haven't seen any of the fish for the leves come up yet, and I'm only successfully catching maybe one out of every ten casts, which is deplorable.

I never did the requisite DoL gear grind, having no $ to put down on it and I'm still leveling my DoH's (through beast tribe quests which takes for-freaking-ever but I don't have the gear to do collectibles/foils etc, never did them so I wouldn't even know where to start) and I can't make decent gathering gear for myself. I had a ton of kupo nut vendor tokens so I bought myself a set of trailblazers but my right side is garbage.

Since my ilvl is still awful (under 90 lol) do I have to just bite the bullet and farm a truckload of gil to buy somewhat decent gear to have any hope of gathering with any kind of efficiency in the new areas?

It sounds like you just need some better gear, the trailblazers gear is pretty dated so it's not too surprising your having some trouble, you probably need to at least get the i180 gear via collectables or buy the i170 stuff if it's cheap enough. If you can push to 62 you can get the new SB gear which can be bought from vendors and can be gotten as a quest reward so it might be fairly cheap on the market board or at least bought for sensible amounts from vendors.
