Is the best way to level them up at the Palace of Death? I don't exactly have the funds to purchase a level 60 potion. I rather just learn to be a good DPS as I level. Any recommendations on leveling DPS?

You're not going to learn how to be a good dps in palace. Yes it will level you quickly but it won't teach you how to play the job. I'd recommend using real dungeons, and fates while you wait for them to pop, at least for your 1st dps job. It may take a little longer due to queue times but it's worth the effort.
Pre 60 yeah, Palace is the fastest way without any doubt, especially for a dps, since you won't have to wait 30 minutes to do it every time.
He is not going to learn more in sastasha or bryflox than in palace, at least you have all your skills available in palace and you can get used to them, there's enough time to learn a job while you do dungeons to level from 60 to 70. It won't take a little longer tho, it will take massively longer compared to palace if you want to level to 60 doing dungeons nowadays, since everyone is spamming palace and no one is doing fates.You're not going to learn how to be a good dps in palace. PoTD is great for fast leveling, however, you're not going to learn how to play your class very well, I'd suggest dungeon spamming and fates as well as daily roulettes.

You learn your job at max level, not before.
Before you learn bad habits that don't fit with new abilities and rotations that start at max level.
"Learn to play as you level" is a falsehood.
If you have any kind of ability to comprehend what you've read you don't have to worry about learning your class. Once you hit 60 or 70 or what ever you're aiming at. Stop doing stuff for 30min to 1h and read all the tool tips once you've read them and try to figure out what all the combos are of there are any, see what kind of utility/cooldowns you have then keeping all that in mind smack the dummy a while to get the muscle memory for combos and possible tricks you've though of and then go online and look up if there's an up to date guide on the job and compare if there's something you're doing right or wrong and adjust what you're doing.
Or alternatively if you prefer to read up before you start to spam PoTD once you've first time cleared floor 100 go in as a fixed party alone on floor 51 and there you can see and read all your skills assuming you've unlocked your job.
Especially if you've got any kind of experience on MMO's or just DOG games with skill trees and you've spent time reading/learning skills in those games it's not hard at all.
But this is just my opinion in the matter

You can entertain yourself by lvling through challenge log:
- Do 5 dungeons (Trials don't count to this)
- Give 5 commendations (If you missed one on the duns you can always do the 2nd Levedun thingy in the DF, its the quickest)
- Do 20 Levequest (I recommend Costa del Sol ones, those are the quickest, just avoid the one called Steering Wheel or something)
- Daily HW Hunts (you may want a healing chocobo if you are lvl 50)
- Do 10 Fates (Just do them while strolling around for Hunts)
- Jump onto Frontlines.
This isn't the quickest way, but its a very good way to keep you entertained and out of monotony.
I say use POTD to get to 60. Then once you are at 60 and have done all the Job quests, I say you practice on a practice dummy until you get the rotation for 60 down, Once you are comfortable with it, I would then say to proceed to SB with fates, dungeons, and PvP. Don't listen to the others about the dungeon spam and fate way pre-60. It takes way too long, and you will be burnt out of it before long. Just do POTD and follow the advice I have told you.
getting to level 60 in palace of the dead isn't bad so long as once you're there you take the time to study your tooltips and practice your moves on a striking dummy before continuing on to real content.
The good news is right now all the jobs got a bit of an overhaul, so many people even at level 60 already went into the expansion without a full knowledge of how to play their jobs. They've had time to catch up, but if you're going into the level 61 dungeon on a job you leveled in Palace, it's likely you're not that far behind people who might be running it for the first time provided you study up before that.
Also a good leveling method not mentioned are the Vath and Vanu beast tribe quests. They scale with your level, and will continue to be a decent source of experience even past level 60 along with hunts from the Stormblood areas.
