Wouldn't be a problem if we had regional servers. The latency to Japan screws things up for us while they work properly for folks living there.

Global servers have nothing to do with it. It's all about the game provessing order. In FFXI we had global servers too and gear macros worked extremely fast and precise.
Also, regional servers are a waste of resources since servers will only have decent population like 8hrs/day.
If you had issues with macros then it probably were your-side issue, not server...maybe a lower than average PC specs or PS2...the only place where, sometimes (still rare even there) i could have macros failing were during a full besieged. Still, even there it was very rare to see it fail (nearly everyone always used gear swap macros there at least during undead swarm).
