No. There are three groups of people, roughly speaking, who exist on crowded servers like Balmung: those who want to leave, those who are on the fence, and those who want to stay.
For those who want to leave, no incentive is necessary; SE just needed to remove the transfer fee. For those who are on the fence, the incentives currently offered are quite reasonable. For those who want to stay, SE would have to offer huge, unfairly meaningful prizes to get them to leave. In no way should they pursue this course. If you want to stay unless SE 'makes you an offer you can't refuse', then you should get to live with the overpopulation that will still likely be the reality at the end of this time period.
Actually, if anything, SE should completely eliminate incentives for people making new characters on destination servers. I don't understand why they feel the need to spike inflation and such in these environments. All they have to do is completely lock creation on worlds as they get more crowded, and the rest will take care of itself.
