Poor fish catch amounts

Yeah, honestly, that Leve is just not worth it in any way. In the time it takes you to gather even 3 of the fish, you'll have lost more EXP from fish getting away (there's a particularly difficult-to-catch fish that often gets away even upwards of level 68 at that fishing hole - guess which one) than you'll have gained from the Leve.

If you wanna level FSH, just farm collectable fish for turn-in. Find the spot one can be fished from, sit there, and farm your ass off. Move up the ranks of collectable fish as you level, and just keep farming. Use Commercial Survival Manuals from Red Gatherer's Scrips. Always. Update your gear at least once at level 65 at least with the NQ vendor gear (66 for Belt). The level 65 vendor gear can comfortably get you to 70. You'll probably max FSH in a good 12-15 hours. Of straight farming.

It's also worth noting that the 60-70 FSH questline gives ~10m EXP depending on RNG. That's the amount of EXP required to level from 69 to 70. If you're just farming away and ignoring the quests, be sure to stop farming and do them around halfway into level 68 at the latest.

Lastly, never skip your daily Grand Company Provisioning turn-in for FSH. HUGE exp for (usually) minimal effort.
