1. Use a controller (I have and use a Dualshock 4 controller, though im sure a similar issue will crop up irrespective of the brand/type of controller used)
2. Do anything to make Windows refresh its device list, including but not limited to plugging in or unplugging a new usb device, installing a printer, en/disabling a network device, have a buggy or malfunctioning driver
3. watch as the game's controller enumeration function disconnects the currently in use controller for a few seconds (1 to 3 times, it seems) while it checks to see if the device list update included a new controller for it to pay attention to.
