    Suggestion: A Small but Effective Option to Add - Held Key States

    Held Key States are the mode by which until released, a key remains in the "mod" (e.g. default / Shift / Alt / Ctrl) state in which it was pressed. This allows one to use a key from another Modifier (Shift, Alt, Ctrl) without automatically activating that Modifier for all keys already held.

    For instance, if one wanted to bind Shift Q, W, E for various combat keys but didn't want to cancel his forward movement (W) any time he used any Shift key because there is now a Shift-W binding, this would cause the already held W to retain its default state even while accessing Shift-1,2,3,4,Q,E, or whatever else. If one wanted to activate Shift W, one would simply have to reinitiate the W keystroke / keyhold.

    This is the norm for most games I play. I'm not sure why it's not the case for XIV.

    If only one method or the other were possible, I believe the held state is more useful than the always-refresh method, but as other games offer the option of which to use, I don't see why that would need be the case.

    Again, this is a small issue, yet one that would actually allow keyboardists 12-18 more comfortable keys without compromising movement if changed.

    (A pass-intercept system is usually the final solution to these things—e.g. if the skill is able to activate, it will, and if not, it'll continue to use the base state—but this would cover the more basic side at least.)

    I'm not sure I understand the issue. Do you mean to have movement continued while the Mod+Key is executed? Usually just jumping before using the shortcut works for me.

    Between Ctrl, Alt, and Shift, 123456 and qertyfghzxcvb, you should have enough shortcuts to map pretty much every commonly used Combat Action/Macro/Potion. That's a potential of 120+ Key Combos, although I understand you wrote "Comfortable". I wouldn't describe alt+6 as comfortable usage.

    Or get a 12 button thumb grid mouse designed for MMOs, a Razer Orbweaver or equivalent side gaming keypad.
    I personally use a RedDragon Perdition which is a 12 button mmo mouse, it's amazing. That and the use of Q, E, F, X as extra action skills I have more than enough buttons to the play the game comfortably and can use more than enough actions.

    Yes. That exactly. As is the case in WoW, GW2, BDO, etc. If I press and hold W, hitting Shift to perform Shift-Q won't automatically cancel W and turn it into Shift-W. Instead, to reach Shift-W, I retrigger the key after hitting Shift. This small difference allows you to use various Mod state simultaneously, which ends up being especially helpful when using modifiers of the movement keys (QWEASD).

    @MelchiorArvalis
    I already own a 12 button thumb grid mouse. It's just not nearly as comfortable as simply playing an MMO with held key states, wherein, having rebound Caps Lock to Right Alt, I have an incredibly comfortable and simultaneously available Default, Alt, Shift, (and Ctrl and Left Alt) 1234(5)QWER(TY)ASDF(G) (ZXCV). (Parenthesized keys only used if I need more than 36-60 bindings.)
