Yes, actually, and it should be automatic. x+100 (inconvenience fee) crysta discount on sub for each month this is happenening.
Also it's worth noting, as others have, that it's 100% pointless to subject normal/low population servers to such drastic measures along with the congested ones. Why they've gone with a blanket policy is beyond me. The only explanation that makes any sense is they're using the issue as an excuse to save money- Get rid of the AFK people everywhere to save on bandwidth and processing power.
And if SE is seriously making it so I cannot Q for anything 60m prior to the forced logout, well, that's 1hr and 20m that I cannot play the game as I wish. All so they can save a few bucks a day by kicking idlers out of my server when there's zero quality of life issues here? I would hope not.

During these times, access to the Game or support services may be interrupted. Access may also be temporarily suspended in whole or in part, without notice, due to emergency repairs, fire, flood, explosion, war, strike, embargo, governmental action or failure to act, the act of any civil or military authority, act of God, or by any other causes beyond Square Enix's control, or any other reasons for which Square Enix, in its sole discretion, deems that temporary suspension is necessary. You acknowledge that disruptions of service may occur and waive any causes of action against Square Enix in any way arising from or related to any such disruptions of service.

As the people providing us with a service we are paying for we are entitled to compensation, regardless of how little. A "good" business would, so I really don't expect anything from SE.
