If they keep the server closed to creation and transfers it can only go down and it will go down as inevitably people stop playing and some will transfer to play with friends who cannot join the server.
Once the expansion rush ends the queue won't be an issue like it is the rest of the time, people have this impression Balmung always has a long queue but it simply doesn't at most it can take 1-3 minutes if it's a patch launch day or something.

This makes me wonder how many people are actually afk because there would have to be hundreds to thousands for this to even make sense. Otherwise you are just going to have massive congestion after the 10 minutes with no guarantee that the waiting players are even going to get in.

In my opinion.... the developers banking on people getting bored with the game and leaving, and designing their infrastructure around that "low population" period, is absolutely pathetic. What happens during 5.0 or 6.0 when the 'non expansion rush/normal' population levels might be higher than what they are now? We could theoretically be permanently stuck with this once-per-day timeout thing, and then they'll have to go and add another band-aid onto the pile.
Yoshi /facepalm!
Your choosing to ignore the fact that the server is locked completly so as long as the server stays that way the only potential increase could come from people who didn't buy Stormblood but decide to buy 5.0 and also factoring everyone who bought SB comes back and no one transfers from the server. What happens during 5.0 or 6.0 when the 'non expansion rush/normal' population levels might be higher than what they are now? Mateus has already took a decent # of people who rp and will probably continue to be that way as all new role players are going to be on that server and more will join them in the future.
Honestly the incentive as is, is not enough to get people to transfer over if they improve on it more people will move.
