On Balmung at least it's 100% AFK abusers and every day it's been getting worse and worse because more people are getting fed up of them and doing it themselves.My question is are we 100% positive AFK abusers are the issue and not just the server being overpopulated? Also why does this have to affect small servers at all? The longest wait I ever saw on Exodus was about 1000 after server wide disconnects during SB launch. I understand it is worse on big servers but smaller servers shouldn't be subjected to this as well.
Then SEPARATE BALMUNG IN 2 SERVERS for God's sake !

Yes, because it is totally just Balmung, and the entirety of it.
For what it's worth, it's a partial idea, aimed to fix one part of the issue.

Create a new server dedicated to spliting Balmung, send there every new players and give advantages to FC / people moving.
If they refuse to move, forget them and stop punishing other players

They...Just *did* that. There's a whole set of incentives for moving from the high pop servers to the lower ones.
Do you see any other server on Aether with 3hr login queues still?
Balmung should have been closed to new characters YEARS ago. They completely let it get out of hand to the point that it now even affects unrelated servers.
If done properly, there are ways to make a server split fair. Let people pick on the mog station which of the 2 new Balmungs they want to be on. The split doesn't need to be exactly 50/50. People that don't pick will be assigned randomly. Since we have cross-server partying now statics should not be disturbed by this (and people can coordinate it anyway if they want to be on the same server).
Afterwards, put a hard cap on the servers and let no one transfer to it if that hard cap is reached. Also don't allow new character creation in that case.
