    I had this problem too and took me ages to find that there's a setting for that! Check in the setting of the game, I think it's in the gamepads setting. There's an option to tick to enable the resize of UI with the R3 button. Make sure it is on

    That was it. System Configuration -> Controller Settings -> Enable window zoom via R3.

    How in the world it got unchecked, I don't know. But, thank you! This thread can be closed now haha.
