If the incentives "aren't enough" for you to move to get better queue times then you have no right to complain about them. If they are as bad as many in Balmung say, then they should transfer. Are the social groups or your ability to get into game more important? That's what this comes down too.

SE doesn't need to recognize this as a social game, the transfers are there for those who want to get into game. If you don't want to move, fine, but then don't complain you have to wait 2 hours to get into game when you can transfer for free.
