They could always implement the RP-designated server that people have been asking for since 2011.

How do you think this would solve any of the problems? If you designated an RP server not only would potentially most all of Balmung transfer but so would RPers from EVERY OTHER SERVER. Most the people complaining about congestion are probably RPers with 8 different characters that they switch between to play different stories out anyway. You are just going to create an instantly congested server and everyone is going to keep complaining.
