Setting up a new server takes awhile, on average at least 2 to 4 months. That is why you have to be pro-active. Most companies now use data of current active players during peak times, preorder counts, and past releases to determine what to do and if new servers need to be setup.

What also makes me so mad about this is every time they do a release of new content, they tend to do a free login. From my experience, that is the worse time to do that when they are trying to skimp on cost of maintenance and have as little of servers as possible. Seriously, what happened to all the planning and reviewing process of past events to tell if new servers need to be set up? Heck, maybe instead of adding in new worlds, how about new instance servers?

On a side note, I think they thought they could stop people from wanting to use PotD, Frontline, or rushing the main story by bumping up exp from FATEs. Well.... SE, there is one problem with that. You cannot cross-server with friends to do hunts and fates!
