The reason behind the change from SE's side was because Tanks would not have a penalty when they died, no damage penalty and still have their full hp because VIT does not get reduced by Death anymore, but we know that the game can balance Vit and Damage Dealt seperately for Tanks.

Let's take a look back at Heavensward where Tank damage was scaled with Vit.

You get a Damage Down Debuff during HW, you make X% less damage, yet your hp is the same and you don't lose tankiness.

So the game can split this stuff up.
Just change the stat decrease to a general DAMAGE DOWN debuff and give us back the VIT scaling, we won't lose tankiness but still get the damage penalty.
