There is no 'if' about it, according to all the info we have gotten about, you buy the land for full price.

It is being implemented as a matter of convenience of not having to move furniture or worry about the time gap it would take to relinquish an old plot, teleport to and purchase a new one (and risk losing both in the process.) For FCs (if private owners are allowed, as they haven't clarified this yet,) it's even more important because on top of the conveniences they need the feature to avoid losing all of their progress in their workshops as well as all their member's private rooms.

That is the point of the feature, not to allow people to move for free wherever they want. Housing is still supposed to be a gil sink, I really don't see why people expected a free housing swap to begin with, I don't think it was ever hinted at or even worded in a way that implied it to be.

Doesn't change me opinion but it someone wants to spend 20 million (price of medium house) just to change to look of it aesthetics ok then.
