    I vaguely remembered the answer, I just wanted to be sure. So we will have to buy the plot still, but the building permit and everything is taken care of automatically it seems.

    My other question is: Let's say my fc has a house in Shirogane. Would an fc mate without Stormblood be able to access the house?

    Yes, FC members can teleport in and out of Shirogane, but they can't access any other Stormblood area until they actually reach that point in story.
