    Of course it's not the same as an actual fight, but it can certainly give you an idea of what your optimal rotation or priority is. The only other option outside of doing dungeons to learn (which is what a lot of people are complaining about to begin with) is to do fates or something to get a feel, which is a decent option as you have to react and it's more active than a striking dummy, but they do still help you get the basics down easily.

    One benefit I've found with striking dummies and target dummies in WoW are the same, is that I can just roll through my rotation or priority list for long period of time to train muscle memory to new keybinds. Also to help me determine if I need to move them. "I use this a lot, so let's switch it to M5 and I'll move that spell to an alt modifier key since I only use it once per minute after they changed it."
