    Actually, Raubahn isn't in charge of the Brass Blades, he's in charge of the Immortal Flames. The Immortal Flames and the Brass Blades are two different organizations and have different leaders. You can probably think of the Brass Blades as the police and the Immortal Flames as the military.

    Brass Blades are like the city guards. Immortal Flames are the military. They are both different from each other. If anything blame the corrupt officers in the Brass Blade ranks.

    Sicarius and Yahallo are correct, and more than that, the Brass Blades are actually a private mercenary force owned not by the Sultanate, but by Lord Lolorito, they're basically little more than hired thugs with a badge (that is why they are so corrupt, taking bribes and frameup jobs are second nature to them. There are some honest members who are trying to clean up the Blades' poor image, but they're sadly exceptions rather than the rule.

    He's always owned [part of] them. Sultanate has never controlled the Brass Blades as they're a private mercenary force owned by Lolorito (and at one time co-owned by teledji adeledji.

    Stone Torches are owned/hired by Amajina & Sons Mining Concern. Immortal Flames is Raubahn's.
