Why is Coeurl (a Designated World) currently locked?

Got several friends who want to join me in the game with all the storm blood hype and me showing the game off. I even let them know about how the server is currently a designated world where they could get more exp by creating there, but when they tried to create today, the server is locked. Checking around it is also locked from transfers as well.

I have no queue when I come in, no wait at all, and instance zones rarely have more then 20 in them. Anyone know what is up?

It's still subject to locks during times of high congestion. Just have them try again later. Specifically, at hours when there tends to be less players.

It could have something to do with the fact we had the highest pop of the designated worlds to begin with and they're trying to encourage an even distrubution from the current diasporia.

I'm on Faerie, did RAF with a friend, realm was locked. So we created new characters on Mateus. We still have a log in queue. I'm a new player and can't play with friends. It's frustrating.
