Steps:
1. Approach level 65 Lush Vegetation Patch
2. Location Effect is Gathering > or = to 728 -> Gathering Rate +15%
3. Location Effect not active
4. Check character sheet to see my Gathering stat is 845, and thus qualifies for the bonus
5. This attempt allowed me to collect all 4 items, however, it has failed before and there it is not a graphical glitch, but the bonus is not being applied to the 88% gathering rate I currently have for the item I was gathering.
6. Same bug is appearing in various nodes through Stormblood, however, this only appears in Stormblood regions and not Heavensward or A Realm Reborn.
7. Problem happens only on certain nodes, while the bonuses work fine on other nodes in that same gathering area.
