Provoke only sets your emnity to the current highest+1 so I'm assuming ultimatum does the same (actually just realized I have yet to find a situation for ultimatum), even after the emnity reducer and a whole new set of aoe emnity skills like Abyssal Drain, if a DPS is dealing enough damage they will start catching up and this issue will become worse and worse as ilvl's increase.
I foresee only about a 6-8% increase in mainstat disparity over what is current with fending accessories.
