Did you find and do all of the proper quest? Some quest will only appear by meeting certain conditions specially the link based quest. use your compass that will show ant that are physically reachable.

Are you sure you are searching in the right place? I'd hate for this to be the solution after you put so much debug info but to get that one you need to loop around up the hill from town and its on the edge of the cliff.

ignore this report, the current in question is just in a very bad place, I ended up using a 2 seater mount with main (who has all currents) and found it. stuff like this SE needs to add height info
