Regarding Rhalgr's Reach [SPOILERS]

I had assumed that (as with the Waking Sands) there were several versions of Rhalgr's Reach depending on where you were in the story. Have you (with the story completed) tried to meet someone who was just making it there for the first time? Is it the same instance?

If not, and LV70 players are in the final incarnation, they can update it all they want, no?

What would they update, and why would Rhalgr's Reach need new buildings/upgrades and such if Ala Mhigo is free now?

Everyone seems to be in the same instance, I'm not 100% sure, but I think I saw a lower level FC member there, after I finished the MSQ

The before/after of the 'In Crimson it began' are also in the same instance, as I spent time there with a friend who was stuck behind the Raublock

Revenant's Toll and Idyllshire have both been the end game towns in the past and have both seen significant changes over their lifetimes

For example: Revenant's Toll



and Idyllshire changed on an even grander scale, growing from a pile of rocks to the hub it is today.

I'm not sure how they would change Rhalgr's Reach like they did with the past two hubs, which leads me to believe that we might not see any changes, or they're going to do those kinds of changes somewhere else.
