There are no separate phases for Rhalgr's Reach. Every player can see everyone else regardless of position in the story. You just can't see specific NPCs if you aren't caught up. It can be updated over time just like Idyllshire and it wouldn't affect the story because they never explicity say that it is in the state it is in now. The story only says that its hidden behind a glamour from the Empire.

She won't, possibly for political reasons. Both Mor Dhona and Idyllshire are "free" areas, not under any state control. Rhalgr's Reach is the same now, at least until a new Ala Mighan government is formed. Kugane and Ishgard are fully controlled by their respective governments, so she probably would have to deal with a lot of regulations to get setup there.I still would've rather Rowena set up shop in Kugane. Seems a waste to have this brand new city hub only to funnel us back into Rhalgr's Reach.
They did the same thing with Ishgard, and it was painful going back to Ishgard for quests and seeing this vast sprawling city emtpy - because everyone was in Idyllshire.

unless Hien gives her a good deal at the Doman Enclave.


Rhalgar's Reach is probably out for one big reason: There's a big battle there. New person doing the MSQ goes from a 5 patch updated zone to a war torn zone......and spawns into a rebuilt one.
