This is true, we can also see that Sam hits for a "static amount" for the most part throughout the fight and doesn't have damage boosting cooldowns except for kaiten which is used on 2 moves. Mnk gets a really good buff from RoF, GL and debuffs which has mnk hitting hard pretty fast.

They're different, that's all.
