PS4 Issue

I noticed that since Stormblood was out every time the PS4 get an improper shutdown due to a power lost etc... Then after I login, the game starts downloading the WHOLE client again, which are over 22 GB and it is getting annoying.

Anyone else getting this?

Had to redownload at the start of Stormblood early access, 4 days later had a power outage and had to redownload again also..
