(plus SE implemented a restriction on the number of people able to play right now, to help the servers stay up. which is another reason u see a queue now, instead of before. The queue was actually shorter before this limitation, so quite literally most of the queue stems from the limited number of people allowed online, compared to the normal prior to this hotfix.)
I'm certainly not saying it's ALL to blame on AFK people but I believe that they are playing a significant role in the situation. Over last weekend when I was on Balmung and they implemented the restrictions, there were large queues but like clockwork by place in line would move up 50 every other refresh of the queue number. Around late Sunday and Monday, I sat at 2280 for 7 to 8 refreshes before moving up a random number.

The only way I can rationalize the change would be that the world is legitimately full and there are no available spaces. The queues were also only about 4k following disconnects and were often in the mid 2000s during the times that I was trying to get on. It still makes sense that morning and afternoon would not be affected as while I believe a significant number of people are doing this, I don't believe all people are doing this and so the problem only manifests heavily during primetime when the server was going to be full of active players anyway.

I could be wrong but the prevalence of hearing the exploits mentioned or bragged about has gone up steadily over the course of the week.
