Is queue time just a part of the normal game now?

I fully understand high login queue times at launch, but it's been a week now. And queues on Balmung have gotten worse. At prime time it's taking some of my friends 4+ hours to just log in. And if there's a disconnect, that's game over for the day.

Even during the day, you can get stuck in a 100ish person queue for an hour because everyone just tries to leave their character logged in talking to an npc.

Is this just going to be a normal part of FFXIV for the next month+?

Also, before anyone says "Well you're on Balmung." I've been on Balmung since launch. I didn't transfer here once it started getting packed. And the queue issues could have been solved ahead of time by limiting character transfers to Balmung a year ago. Or charging a premium to get on "full" servers, and using that money to invest in a higher server load.
