Honestly it's fine, you just need to adapt. The damage is trash, so the primary purpose of it now is the vuln up debuff. You'll want to just wait for your target to get hit with any sort of cc (stun, heavy), just start a cast themselves, or be committed to an attack and not in retreat mode, then LB them. They won't be able to get out of it in time, you get your debuff, and then you can go nuts.

If you want to hit multiples then the best use I've found is to wait for the enemy team to be focusing you, pop Safeguard, and LB right on top of yourself. This hits tank and melee 9/10. Don't do this in FL or 8v8 obviously, but 4v4 you can tank the damage just fine for that brief window.
