How do I become a Bard now with SB release?

I started playing 2 days ago and someone in the guild/Free Company said that you would get a(n Archer) quest to become a Bard at around level 30 now with SB's release.

I have not bought Stormblood yet because I have yet to finish ARR and HW's content. Do I then also get this quest or not because I don't have SB. If yes, when would I get this quest and where?

I believe it's called "The one that got away" NPC Luciane (x15, y11) New Gridania.

Also, you need to have finished all of the Archer quests before you can start the Bard quest, in case it doesn't show up for you.

I have finished the lvl 30 Archer quest. I will look for it.

The job quests have 2 requirements now: complete the lvl 30 class quest, and you also need to complete the main story quest through lvl 20 (I believe the name of the exact story quest is "sylph-management").

You do not need the expansion to access the quests, it was just the patch that released in preparation for the launch that changed the requirements. As long as you are keeping up with your story quests and class quests it should be fairly straight forward now.
