For multiple reasons I've moved to Mateus and now after more than a year I am once again a home owner.
I've heard rumors that we'll be able move over to shirogane once it opens.
Is this true? If so, how would we do it?

I think it might be an FC only thing, sadly. To preserve the workshop/company rooms when you move to a different plot. The feature will come into the game when they release the Shirogane wards and I ASSUME we'll get more details about it then.

Such a bummer, especially because mansions are so affordable now. Good luck getting a private one...
Why do you think the transfer is an FC thing only? I'm just curious because I thought it would be for anyone! And will people who are transferring have to pay for the new plot or do they just get the plot?

Mostly because Yoshida said he was considering doing that on a Liveletter and everybody cheered.
They've only confirmed that FCs will me able to move. They have yet to confirm or deny whether individual player houses will be able to use the move feature.
It's worth noting that FCs using the moving feature will have to purchase the plot of land at full price. Their workshop and airship progress will remain intact when they move.
Since it's confirmed that you have to buy the plot, even when moving, and individual player houses don't workshops, the only thing moving would do for an individual player is guarantee they wouldn't lose their old plot. Beyond that, the move feature wouldn't provide any benefit (to an individual) over the current system of relinquishing your old property and buying a new plot.

I would like to thank you for this comment. I was looking to move to the new area, but was told to just transfer over. But I was rather confused by it, as it didnt seem to matter if I just relinquished my house, and went to buy the new plot.

Which is what Im going to end up doing. Im just not sure when to relinquish my house. I took all my stuff out already and 98% ready to move (Just need to take my Bell/Mender out).
So I guess any time would work for me, and it will help out any FCs that are looking for a large plot right now.
I can't imagine they are going to offer those transfers right away upon opening up the housing or they will have wards designated for transfers in addition to the normal ones. They have to give current server residents a chance to purchase.
Actually change that. They are allowing transfers to the a similar plot in a similar area. I don't think they are allowing transfers from say the Mists to Shirogane. At least I hope not. I want my mansion.

I'm pretty sure they will be allowing people to move from one of the old districts to the new one. You will also have to pay for the new plot as if you were buying it without moving your old plot. You will also not be reimbursed for the old plot you owned. The new district being FC only is only word of mouth, SE hasn't confirmed this yet. Although I highly believe it will be for personal housing as well.
That seems odd though.
I believe that Shirogane will be open to all FC and private alike.
But, transferring a house? That would mean Mist style stone mansions in an eastern setting of Shirogane? That will looks horrible.
